The 125% is for the Affidavit of Support, Form I-864, that you’re supposed to use for Adjustment of Status. My fiancè’s tax returns for the past 2 years are barely above the 100% poverty guidelines. But last year in November, he got a better paying job which puts him a little over the 125% mark.
